Elton Anglada
Elton Anglada, J.D., currently serves as the Assistant Chief of the Juvenile Unit for the Philadelphia Defender Association, where he has been an attorney since his graduation from Temple Law School in 1993. Prior to becoming the Assistant Chief of the Juvenile Unit, Mr. Anglada represented thousands of juveniles and adults in all phases of criminal proceedings. He has extensive trial and teaching experience, including several years in the Major Crimes Unit trying jury trials of a complex and/or serious nature, and four years teaching the Criminal Defense Clinical Program at UPENN Law School.
In addition to his current supervisory responsibilities as the Assistant Chief of the Juvenile Unit at Philadelphia Defender’s Association, Mr. Anglada is a recognized expert in the representation of juvenile sex crimes defendants. In that capacity, Mr. Anglada has lectured extensively, both locally and nationally, on preparing for and developing effective trial strategies in the defense of juveniles charged with sex crimes.
Amy Borror
Amy Borror is the Public Information Officer for the Office of the Ohio Public Defender. A graduate of the University of Toledo, Amy began her career in the Ohio Senate, as a member of the Legislative Service Commission’s internship program, worked for four years in the Ohio House of Representatives, then spent a year working in the public relations and publications departments of the Ohio State Bar Association. In 2004, Amy began working at the Office of the Ohio Public Defender, where she is the office’s primary contact for the media and the public, and the office’s lobbyist at the Ohio General Assembly. Recently, Amy has coordinated legislative efforts for House Bill 137, which revised Ohio’s juvenile records law; Senate Bill 260, sex offender legislation that was amended to exclude certain juvenile defendants; and Senate Bill 10, which implemented the Adam Walsh Act in Ohio.
Hon. Tomas J. Doerr, President Judge
Thomas J. Doerr (P.J.- 50th District), born in 1955, in Butler, son of the late J. Paul and Alice Doerr, University of Pittsburgh, (B.A.), 1978; Capital University Law School (J.D.), 1981, former assistant public defender, Butler County; district justice, District Court 50-1-01; elected judge Court of Common Pleas 1991; retained 2001, president judge, August 2000; married; 4 children.
Kerry Gerace
Kerry S. Gerace has been an Assistant Defender at the Defender Association of Philadelphia since 2004. After graduating from the Temple Beasley School of Law, she went on to clerk for the Honorable Linda G. Baxter in the criminal trial division of the New Jersey Superior Court. As an Assistant Defender, Ms. Gerace has handled countless adult and juvenile cases during rotations through the various trial units. She has lectured at many training sessions and has served as the Rotating Supervisor of the Municipal Court Unit at the Defender Association. Ms. Gerace regularly participates in panel discussions about public interest careers and clerkships at local law schools.
Kenneth J. Hagreen
Kenneth J. Hagreen, Esq. is the Executive Director of Lawyers Concerned for Lawyers of Pennsylvania, Inc. (“LCL”). LCL is a not-for-profit lawyer assistance program that runs a confidential helpline service for Pennsylvania’s lawyers and judges who are in distress because of alcohol, drugs, gambling, depression, anxiety, stress and other serious emotional or mental health issues. He is a licensed attorney in Pennsylvania (1994) and South Carolina (1977). Mr. Hagreen practiced law from 1977 through 1990 in several capacities including private practice in Myrtle Beach, S.C.; Vice President – Legal, Defender Development, Inc.; General Counsel, S.C. Real Estate Commission; Senior Associate, Kaplan Russin Vecchi and Kirkwood; and Vice President – Legal, Shawnee Development, Inc. He received his B.S. from the State University of New York at Brockport College (1972) and his J.D. from the University of South Carolina’s School of Law (1977). Mr. Hagreen was named Teacher of the Year, 1974, Thomas Heyward Academy (Ridgeland, S.C.); awarded the Order of the Palmetto, South Carolina’s highest civilian award, 1986; received a Special Achievement Award, Pennsylvania Bar Association, 2000; and the Caron Foundation’s annual Community Service Legal / Law Enforcement Award, 2004.
David Leff
David Leff is a nationally recognized expert in the area of drug usage, packaging and the methodology of drug trafficking, for over twenty-eight years. He attended Glassboro State College, receiving instruction in drug education, both on the undergraduate and graduate levels. He spent twelve years as a criminal defense investigator for the State of New Jersey. Mr. Leff has attended training from the FBI, DEA, AG, ATF, Customs, Postal Inspectors, Prosecutors, NJ State Police and many other federal, state and local agencies. He has also received instruction in chemistry, pharmacology and toxicology. Mr. Leff has been accepted as an expert over four hundred times, in Municipal, Family, Juvenile, Superior, Common Pleas and Federal Courts in New Jersey, Pennsylvania, Washington D.C. and Delaware.
Michael Machen
Michael J. Machen has served in the Allegheny County Public Defender’s office since 1984. He has served as a trial supervisor/first assistant public defender and deputy director for the trial division. Mr. Machen was appointed Chief Public Defender in January, 2004. He also serves on the board of directors for the Public Defenders Association of Pennsylvania. Mr. Machen holds a Juris Doctorate from Widener University School of Law and a B.A. from Allegheny College.
Nicole Pittman
Nicole is currently the Juvenile Justice Policy Analyst Attorney at the Defender Association of Philadelphia, where she collaborates with other attorneys, forensic psychology experts, and juvenile advocates, working to make lasting systemic changes in juvenile justice. Most recently, Nicole has researched, written and spoken widely on defending the “juvenile sexual offender.” She consults and presents across the nation on how to use science to defend juveniles in adjudications, dispositions, sex offender civil commitment proceedings, and registration & notification under the new Adam Walsh Child Protection and Safety Act. Since 2006, Nicole has assisted in the defense of over forty (40) Sexually Violent Delinquent Predator proceedings across the nation. Before joining the Defender Association of Philadelphia in the 2005, Nicole worked in New Orleans, Louisiana as a mitigating specialist for death penalty cases, as a Public Defender, and as a staff attorney for the Juvenile Justice Project of Louisiana (JJPL), focusing on creating alternatives to incarceration and helping to eliminate juvenile prison abuse. Nicole also spent two years learning about forensic mental illness treatment, working as a case manager for acute dually diagnosed patients at a renowned inpatient mental health facility. Nicole received her Bachelors Degree from Duke University and her Law Degree from Tulane University School of Law.
Adina Schwartz
Adina Schwartz is a Professor in the Department of Law, Police Science and Criminal Justice Administration at John Jay College of Criminal Justice and in the Criminal Justice Ph.D. Program, City University of New York (CUNY). Professor Schwartz has a Ph.D. in philosophy from The Rockefeller University and a J.D. from Yale Law School. She has served as an expert for the defense in ten cases challenging the admissibility of firearms and toolmark identification, and has consulted in numerous other cases. Her article, A Systemic Challenge to the Reliability and Admissibility of Firearms and Toolmark Identification, Columbia Science & Technology Law Review 6:1 (March 28, 2005), is cited in the National Research Council’s Report on Ballistics Imaging (March 2008) and in United States v. Monteiro, 407 F. Supp. 2d 351 (D. Mass. 2006), and United States v. Green, 405 F. Supp. 2d 104 (D. Mass. 2005).
Ron Turo
Ron Turo, Esquire is the owner of Turo Law Offices, a general practice law firm located in Carlisle, Pennsylvania. He has served as a trial assistant in the Cumberland County Public Defender’s Office since 1989 and is now the Juvenile Defender for the County. He is an active member of the Cumberland County Bar Association, Pennsylvania Bar Association, National Association of Criminal Defense Lawyers, Pennsylvania Association of Criminal Defense Lawyers. In addition to his criminal defense work and civil plaintiff’s work, he serves as Municipal Solicitor to municipalities in Cumberland, Adams and York counties. He has been a guest lecturer at the Dickinson School of Law in both Pennsylvania practice and Juvenile Law and as an Adjunct Professor of Law at Widener University School of Law, Harrisburg, teaching Juvenile Law. He serves the Public Defender Association of Pennsylvania and the Pennsylvania Association of Criminal Defense Lawyers as Chair of their Juvenile Law Committees. Mr. Turo has handled literally thousands of criminal defense matters ranging from summary offenses to capital homicide cases. He received his J.D. from the Dickinson School of Law and his B.A. from the Pennsylvania State University.
