In order to increase the capacity of the grassroots juvenile defense bar across the country, the National Center incorporated into its design the development of nine Regional Defender Centers. The Northeast Region includes the following four states: Delaware, New Jersey, New York and Pennsylvania.

Elton Anglada
Elton Anglada, J.D., currently serves as the Assistant Chief of the Juvenile Unit for the Philadelphia Defender Association, where he has been an attorney since his graduation from Temple Law School in 1993. Prior to becoming the Assistant Chief of the Juvenile Unit, Mr. Anglada represented thousands of juveniles and adults in all phases of criminal proceedings. He has extensive trial and teaching experience, including several years in the Major Crimes Unit trying jury trials of a complex and/or serious nature, and four years teaching the Criminal Defense Clinical Program at UPENN Law School.
In addition to his current supervisory responsibilities as the Assistant Chief of the Juvenile Unit at Philadelphia Defender’s Association, Mr. Anglada is a recognized expert in the representation of juvenile sex crimes defendants. In that capacity, Mr. Anglada has lectured extensively, both locally and nationally, on preparing for and developing effective trial strategies in the defense of juveniles charged with sex crimes.
Justin Bodor
Mr. Bodor received his bachelor’s degree from Albright College and his law degree from the Penn State-Dickinson School of Law. While at Dickinson, he served an internship for Justice J. Michael Eakin of the Pennsylvania Supreme Court. He has been employed as an Assistant Public Defender in Berks County since 2006, where he is assigned to the juvenile division. Justin recently became a board member of the Juvenile Defenders Association of Pennsylvania.
Lisa Campbell
Lisa Campbell, J.D., has been a public defender at the Defender Association of Philadelphia since 2004. After graduating cum laude from the University of Pennsylvania Law School, she went on to clerk for the Hon. Mary A. McLaughlin on the United States District Court, Eastern District of Pennsylvania. As a public defender, Ms. Campbell has handled countless adult and juvenile cases during rotations through the various trial units. She has experience handling complex and serious juvenile cases, as well as leading and training teams of attorneys in the Juvenile Unit. Ms. Campbell has helped to train new lawyers in her office on Driving Under the Influence cases. She currently is researching and presenting on the issue of collateral consequences of juvenile adjudications and the need for expungements of juvenile records.
Kerry Gerace
Kerry S. Gerace has been an Assistant Defender at the Defender Association of Philadelphia since 2004. After graduating from the Temple Beasley School of Law, she went on to clerk for the Honorable Linda G. Baxter in the criminal trial division of the New Jersey Superior Court. As an Assistant Defender, Ms. Gerace has handled countless adult and juvenile cases during rotations through the various trial units. She has lectured at many training sessions and has served as the Rotating Supervisor of the Municipal Court Unit at the Defender Association. Ms. Gerace regularly participates in panel discussions about public interest careers and clerkships at local law schools.
Hon. William Kieser, Juvenile Court Administrative Judge, Lycoming County
Judge Bill Kieser is serving in his 17th year as Judge. He has acted as Juvenile Court Administrative Judge since 1996. In addition to juvenile cases, he primarily deals with family court matters. He feels a strong commitment to both attorney and judicial education. He is the husband of Ginny for nearly 35 years. They have four adult children, two granddaughters, and one grandson. Outside of the time spent with his family and work, he devotes himself to church related and community activities. These include being a member of the Pine Street United Methodist Church. Currently serving as a teacher of adult Sunday School. He is a certified lay speaker in the United Methodist Church. He is a member of the Lycoming Creek Lions Club, a member of the Williamsport Kiwanis and a trustee of the Kiwanis Foundation. He also serves on the Williamsport Salvation Army advisory board. He is also president of the Steam Valley Cemetery Foundation.
Laval S. Miller-Wilson
Laval S. Miller-Wilson is a senior attorney at Juvenile Law Center (JLC), one of the oldest children’s rights organizations in the United States. At JLC Laval advocates on behalf of children who have come within the purview of public agencies—for example, abused or neglected children placed in foster homes, delinquent youth sent to residential treatment facilities or adult prisons, or children in placement with specialized service needs. He is the lead author of Pennsylvania: An Assessment of Access to Counsel and Quality of Representation in Delinquency Proceedings which examined juvenile defense practices in Pennsylvania. He is also an adjunct professor at the law schools of Temple University and the University of Pennsylvania teaching classes about juvenile justice. Laval graduated from Harvard College and from the University of Pennsylvania Law School. Both his parents are professional educators, and Laval and his wife, Cathryn, have two young children.
Professor Thomas Place
Thomas M. Place is Professor of Law at The Dickinson School of Law of The Pennsylvania State University, where he teaches courses on criminal procedure, post conviction remedies, prisoners’ rights, and free speech.
Mark D. Waitlevertch
Mark D. Waitlevertch Esq. has served as the Chief of the Juvenile Division of the office of the Public Defender of Allegheny County, Pittsburgh, Pa since August of 2000. Mr. Waitlevertch is a 1987 graduate of Duquesne University (Political Science/Business) and a 1990 graduate of the Duquesne University School of Law. He began his legal career as an Assistant Public Defender in Meadville, Crawford County, PA. Mr. Waitlevertch next served as an Assistant District Attorney from 1992 until he was elected as the District Attorney of Crawford County. He served as the District Attorney from 1996 until 2000. Mr. Waitlevertch has been an instructor at Mercyhurst College Northeast Municipal Police Training Academy, is a certified instructor for Act 120 and 180 training, and is a certified instructor for the Criminal Justice Program for the University of Phoenix. He currently serves on numerous committees and organizations dealing with Juvenile Justice issues and systems.
